You need specialized hardware. You cannot use your 3060 for anything beyond basic bitch AI. There are two aspects:

Training requires massive amounts of high quality labeled data and accelerators (like your GPU) with very very large amounts of memory. For stuff like GPT, Gemini, SORA, you need hundreds of hours on massive clusters of GPUs that often have 48GB + of VRAM

For inference (using the model to generate outputs like chats or images), for any performant behavior, you need an accelerator (like your 3060) with massive amounts of VRAM. There are smaller stripped down models that most entities create (like google and facebook) but these are not that good, borderline useless for actual high quality output. The bigger models used in production are running on accelerators with combined capacities of 100+GB. You cannot run them on your 3060.

All the training and inference applications use CUDA at some level which is why nvidia has the game on lock down. No one is going to try and implement the CUDA API seriously for fear of being sued into oblivion like Oracle tried with Google and Android over Java. Copyright again stifling innovation and creating monopolies.Nvidia also uses this to its advantage by staggering the price of GPUs basd on VRAM even though GPU memory prices aren't astronomical. For example at the consumer grade, you can only get 24GB of RAM with a 4090 or 3090 (good enough for 7B and 13B param chat models, and some image gen models). But this memory level (24GB) is not available on lower powered GPUs (like your 3060) to force AI fags to dish out big.
