no. i don't know where you got that idea, because it's basically never been true. people saw that situation coming, a long time ago.
just about every state charges an additional fee to register an EV. multiple states passed a law, beginning with california, almost as soon as the model S started selling.
in illinois, you pay $100 up front, but they want to make it $1000.
in texas, you pay $400 up front, but it's $200/year -- you're not allowed to register on a 1-year basis (i think only on a new car).
those stark examples aside, generally, "red states" charge less for this and have no EV purchase subsidy (the feds have one already). it's because we don't steal from taxpayers in the name of maintaining the roads.
in northern "blue" states they already overcharge everyone 2-3x to maintain roads because they can get away with it, due to different engineering requirements (frost heaves) and population density. the other blue states are less aggressive about it -- but a lot of their roads are incidentally more or less as mediocre as red states. what we call "serviceable."
