If you have money it's gotta be vivec. You can afford to live in the top districts but still have access to slaves nearby and basically you can get whatever the fuck you want. If you don't have money you probably want to live in elsewwye or some comft backwoods type area. There's a reason Morrowind is the only interesting location in that cursed series.
