Ukrainian here, who in his sane mind would go to live in our climate? Yes you definitely can start a business with 100k somewhere in Poland or Hungary (Budapest is maybe one of the most beautiful cities in Eastern Europe) but half of the year is cold af especially if you are somewhere from Florida. Socialistic shitty buildings which we have plenty of are especially depressing during winter.
Try Greece instead, it is also cheap but has Mediterranean climate and richest cultural heritage possible. The only good thing in eastern Europe compared to southern Europe is lesser amount of shitskins.

Eastern Europe is pretty much as expensive as Western Europe nowadays.
You get shittier infrastructure in exchange for being 10 years behind on the tranny bullshit.
If you have no qualifications and need to wage/get gibs, you'll also be way poorer. Not the case with you but that outlines the differences between WEU and EEU.
$100k will get you nowhere, imo.

It's been a while since I talked to bar owners I know, but apparently the average life expectancy of a bar in Riga is 2 years. That naturally means that there are some that exist for many years while others don't even get to a year mark.
One long-living bar/cafe I know survives because of several things. First - it's a place for subculture geeks (comics, anime, kpop, tabletop games, etc), so they get a lot of repeat customers, especially school and university aged kids. They don't drink alcohol, but they hang out often and bring friends. Second - the place is in a somewhat cheaper part of the city, some ways away from the expensive old town, so rent is cheaper.
In contrast I've seen a Norwegian guy move here and open a bar right smack in the center of the city next to a major transport hub. Closed within two years. There was also a story about some Russian guy trying to run a bar in the old town - also closed within a year because he was a moron and didn't know how to do it properly, nor how to navigate local bureaucracy.

In general there has been a trend for bars to close in previously busy city center and move to suburbs. I've been to interesting whisky pubs and beer enthusiast places that require one to drive or take public transport to different parts of the city.

There's some American couple who moved from NYC to Tallinn and opened a bar.

As an Estonian who has owned a bar previously - you can absolutely do it with 100K but I don't think it will be worth it here. Depending on the size your daily average revenue will be like 500-1000€ max.
In some islands in the Med, if the location is good, during summer season, you can do like 50-60K per night.

OP, you'd be facing at least two problems that you're probably not thinking about:
1) you would need to get a work permit in that country, whichever one you pick, and they don't just hand them out to anyone who shows up, and
2) you would probably have to deal with organized crime demanding a cut of your profits and maybe forcing you to buy supplies through them.

A friend of mine had a bar in Taipei, and had to deal with the local criminal gangs. Payoffs weren't something he could just wave his "I'm a foreigner, I don't understand what you're talking about!" card at.

Holy shit dude get in touch with reality. I live in Poland, we are the #21 GDP country in the world. Prices here are becoming scandinavic. Your $100k isn't even going to cover basic amenities unless you want to make some shithole bar on the side of the road where no one visits besides alcoholics. To start any meaningful franchise you need at least $250k for starters, also remember that the competition is fierce in big cities. There is also uprise in mafia making you pay for (((protection))). To give you any clue about the state of affairs there I worked in Warsaw in one of the restaurants in one of the shopping malls. My boss paid about $45k every month for rent alone and it was 5 years ago. $100k was great money 15 years ago. Now you are literal nobody with that. BUT I don't want to discourage completely, if you get some loans you could make it work, but get a good lawyer and a translator because this market is not easy AT ALL. But if you have a great idea and execute it well you will earn good money.
