Yes. The block rewards get cut in half every 4 years, because it's programmed into the code. Nothing mysterious.

No one is denying the impending reward reduction. What's absurd is insisting that the reduced reward will make the existing 19 million coins more valuable. Even a rudimentary analysis of btc economics shows that every previous pump is driven by speculation and hype, not by a restriction in the supply. In fact, during previous halving pumps, the tradable supply is generally increased, contrary to the assumed lesser supply from the new reward.
If a reduced supply was actually the driving force behind previous pumps, the price would be much, much higher. It would look like a short-squeezed stock. Instead, each pump looks like a traditional hyped up pump-and-dump based on speculative trading.
