Blockchain tech is still at least a decade away from achieving this, but it's concieveable and possible by the skilled few who have the foresigt to invest in such systems that lay the groundwork for it to arise and privacy sure as hell is one of the pillars it needs to be built upon.

Regarding power. If your people are militia and have the guns to defend themselves all you need is a fat sheriff somewhere and a marshall to back him up if the annual tawn brawl gets overhand. You don't need regulation on a grander level than between partners if you're wise enough about who you chose to be yours and isn't blinded by greed and fall into pyramid schemes. Ideally.
