Xahau is a side-chain, which means it doesn't live inside the mainnet XRPL, the current features of the XRPL doesn't change at all. Making a sidechain without touching the main is important for scalability hence why they decided not to put Hooks into the mainnet yet, or it will be bloated like what Ethereum is right now.
