When I say OXY is not safe for gains, OXY has a large amount of debt and is trying to deleverage right now. Specifically what they are trying to deleverage is the 10 billion dollars they borrowed from Buffet that have an 8% payout. getting rid of this debt early has a specific stipulation.
1st the termination fee is 10%
2nd, the company has to payout $4 per share per year continuously to shareholders

The company is doing the 4$ per share payout mostly through buybacks. The market has not responded to the buybacks at all. Buybacks make the most sense though, because the fewer shares mean the easier it gets to meet the $4 per share stipulation.

Also, there is a bunch of outstanding warrants that equate to like 1/8 of the float that haven't been converted that expire in 2027 investors were given for holding during 2020's trying times.

In terms of upward momentum, the market is not super excited about OXY.
