In my scenario, USD = other tokens, monopoly money = LINK, store = Chainlink, store ledger = ccip explorer. Basically just because Chainlink shows the fees in LINK, doesn't necessarily means its needed.

Your scenario is wrong.
Firstly, you're saying that the store owner keeps the Limk im his drawer (as in he already owns them). That's wrong. The store owner has to go to a currency exchange to pay them the USD to go get his "monopoly money" (in your words).

Secondly, you are implying that there's just an infinite amount of Link ie. you pay him $10 USD and he always converts it to a set amount of Link. What happens when you keep buying his services and the amount of Link "in his drawer" (actually it's at an exchange) starts to deplete? The price will go up. The currency exchange will start quoting him higher prices of USD/Link.
