It's always been on my radar, it's just never seemed to do any major price moves. Emissions seems solid and even with a fully circulated supply its only around 8.5 million mc. Would like to know what they plan on doing to leverage all this ve3,3 rewards and OP grants into something tangible for the token though

Their plan is already in action with their ve3,3 rewards. They accumulated so much veVELO that they can continuously drive VELO emissions to their pairs with less of a reliance on bribing, providing more worth to the token itself due to high LP APRs and sizing the protocol's treasury on top. They will also stand to receive a good portion of the initial veAERO supply on Aerodrome due to their lockups, from which they can do the same exact play again but on Base.

The OP grants were supposed to be used as co-incentives along with their own token when you borrow/lend. I'm not sure what's the current status on this, but the plan was laid out here: https://gov.optimism.io/t/review-gf-phase-1-voting-cycle-7-tarot/3567

I have to admit the game theory when it comes to ve3,3 stuff is not something I'm too familiar with. If somebody wanted to get into Tarot then would it just be better to wait for BASE and then LP on there when Aero goes live, or will lping on OP still get a knock-on effect in terms of benefits from expanding onto a new chain?

Site basically lets you leverage your ability to farm more DEX tokens using LP. In each lending pool, you can deposit your LP and borrow tokens from both sides, which can be auto-converted into more LP and will give you more ammo to farm even more DEX tokens. All farmed tokens are auto-compounded into more LP as well. You can also lend tokens on either side as you would do with any other lending protocol.

Technically speaking, I'm convinced Tigris knows more than probably anyone else when it comes to game theory of Solidly and ve(3,3) mechanics.
