As long as you are investing about the same amount in USD terms in the bear market, then when the market sentiment turns bullish, your average is low enough such that the portfolio value outpaces whatever you continue investing into it as prices rise.

Yes, obviously. DCA is a bullish strategy. If you're bearish then you should be shorting (actually could do DCA in reverse, just short selling instead of buying).
