Yes, that seems to be the situation i am experiencing. I have a good educational background and several years of progressive experience and have never gotten such a low response rate to job apps. At least I have been getting rando's to talk to me on linkedin but nothing has come of that yet.

I work in a BS office with lots of these roasties. Well we used to have roasties. They're being shipped out. Post covid there has been a 80% roastie downturn and no one is replacing them either.

i'm at the cusp of being qualified for manager jobs. i've applied to probably 50 jobs and received 10 rejections and 40 no responses. i see a lot of dead/fake jobs (posted 30+ days, or the same job being taken down and reposted multiple times.) i just got some stupid "job market insights" email from linkedin which said that job postings for my keyword search are down 7% month on month. roastie recruiter inmail spam is also down relative to the 10+ messages a month i was receiving last summer. a lot more "fully in office" or hybrid in the office 3-4 day a week nonsense, too.
