I live in a city where the public transport has ticket controllers randomly checking for tickets. This frequency is probably a couple of times a week. Let's say a monthly ticket costs 80$ and the fine for being caught traveling w/o a ticket is 60$. I'll sell folks insurance such that -

* They pay me 60$ for one month of insurance that can be used only once.
* During this month, they travel in the public transport without a ticket.
* If they get caught or inspected, they pay 60$ to the ticket controller.
* They then visit me and I reimburse their 60$ upon them showing me their fine receipt.
* The insurance is used and can no longer be claimed anymore for that month if they do travel again w/o a ticket and get caught.

If I achieve enough scale, the number of people that do get fined in a month has to be less than the number of people I sell to resulting in my $$ inflow exceeding my outflow.
