Not if you use lightning. If you have so little the base layer tx fee is a lot to you then there is no reason to pay for the security of the base layer, just use bitcoin on lightning. This is more relevant for when bitcoin is used as a currency though most people just buy and hold right now so don't care about reducing fees.

that's just how it is now. If there is adoption you can get paid in btc/eth on L2s and so you can use either on L2s without ever touching the base layer or a CEX. It just isn't used like that now because CEXs are fiat onramps. If you can get tokens from selling stuff instead of fiat then you can use L2s without a CEX or base layer.

Yeah right now, but the way LN scales is that usage can actually decrease the fee because it means less fees per tx to cover routing costs. So LN will scale much better than the base layer, where it will be cents if enough people used it.
