This is mildly interesting. Germany and Switzerland have swap lines with the Fed so they don't need to use FIMA. It has to be a central bank that has at least 60 billion in treasuries to post as collateral so that kind of narrows it down.

Possibilities

1) Swiss National Bank who wanted to obfuscate how much money Credit Sussie actually needed so they tapped both swaps and FIMA

2) Bundesbank or Bank of Japan but they could get those dollars from the private markets or swap lines. Tapping FIMA is more expensive than the market rate so that is unlikely.

3) Hong Kong Monetary Authority. There was a huge spike in overnight lending rate this week that indicates substantial liquidity problems.

It is probably SNB but we will see.
