We can complain about this tax-shit till the crows come home, but the simple fact is - well, let's not be prejudicial; one might scornfully say that we are slaves, but more neutrally, we're like livestock, with the government being the farmer. The parents own their stuff until they die. After they die the stuff is still in their "estate." If the value of the estate is over $4m then the government takes a chunk. It's still not yet the kid's money.
If the estate was properly set up the kid will get the money after a few months of paperwork.
If the estate was set up poorly, fucking lawyers will jump in and claim that there may be other unknown inheritors besides or instead of the kid, and they'll drain a good chunk of the estate in legal fees searching for non-existent inheritors.

There are ways around this shit, called "estate planning."
One way is to create a Living Trust. Parents put all their assets in a legal entity which they control until they die, then the kid controls it. The Trust lives beyond the parents. But to set up a trust you need to spend about $1200 on a fucking lawyer. Again they take their cut.
Another way is for the parents to hold title on every asset with a special clause, "Transfer on Death" or "Payable on Death," which specifically points to the kid as inheritor. These clauses can be put on virtually any asset: bank account, investment account, automobile title, real estate.
