Market comes and goes, but information assimetry goes a long way.
Some people don't do a lot of research or value things differently like being close to their previous home (for the kids school etc).
Waiting 2 months to rent your place 1200 instead of 1000 makes you break even and you get a tenant that didn't negotiate and will accept a rent increase next year or at least maintain the rent as it is and start netting you a benefit.

Waiting more than that or being unwilling to negotiate a small discount is just being obtuse, delusional and financially dumb.
You can always ask for another compensation like more money upfront etc to compensate the lower general rent.
