Yes. They added dollars to their account by typing into a computer. Then they swapped those dollars to banks in exchange for bonds and bond ETFs. That's how QE got funded and why people called it money printing.

They stopped doing that early last year (yes, we were still doing QE in Anno Domini 2022). Since then they have been letting bonds mature and not buying any more.

The Fed is separate from the Treasury - who are the ones creating new bonds, selling them to the market, and bumping into the debt ceiling.
