yes, even in high cost-of-living cities in America, due to the real estate market and school district boundaries, as a parent, you might have to pay a lot (a lot) to send your kid to a private school.

is there spray paint on every public example of local or state signage and other property? how badly beat up are the road cones used in that area? was there any recent explosion or disaster that would otherwise merit a replacement and not merit a future reevaluation of all property in that area?

A neighborhood's quality isn't built out of spending, the government spends millions on shit neighborhoods and they stay shit. And an individual house builder can spend several million on building costs of a nice house anywhere. In the middle of a desert with no neighbors if you want. Then you have a nice house, but it's not a neighborhood without people. For a good neighborhood you need a standard of human quality marked by lack of theft, general crime and unorganization.
If I build a nice McMansion with a backyard pool next to a trailer park of white bigots, that's still a good neighborhood.
