Normally, in an instance like this you would see Wallstreet jump in and ride the price higher. Look at the FAANG stocks. FB and Netflix are economic lemons but their stock prices were still massively inflated. The potential for institutons to jump into GME and make massive profits is there, as easily obtainable as picking up a dollar laying on the ground at your feet. With the reduced supply it's easier than ever to move the price higher.
This isn't happening because of the systemic naked short position. One of their own is trapped. And one of their own is counterparty to massive sum of bonds and derivatives. This is why no one wants to jump into GME because 100% of their capital will go to closing out GME shorts and even the bond holders will suffer 100% losses. And they all know it.

They still need to maintain margin to keep the positions open. Also, despite the legal loopholes they can use to sustain the FtDs, there is still the problem of real shares. The outstanding shares may be a big number but it is NOT infinite. The legal framework exists to allow retail the right to demand direct registeration of their shares to be held at the GME's transfer agent. This is something that strikes right at the heart of the issue and there is no sidestepping the problem. Brokers have been selling shares, but now they actually have to prove to retail that they are real and not just IOUs. As retail buys up and locks the float, actually finding real shares is going to get impossibly difficult.
Back in July, GME did a stock-dividend. This effectively injected forced leverage into the shorts. A limited number of shares was delivered, however the obligations that were sold short are still existing at a 4x multiplier without real shares backing them. This was a lethal-kill shot to the shorts, who now desperately need retail to sell because their back offices are short real shares. So much so that the DTCC refused to send shares to foreign brokers. So the short has essentially been verified as proof over the mishandling of the dividend. GME even released a comment on the issue

No.
SPVs have less regulations, remove negative assets from parent company, OBSF/Off-Balance Sheet taxing, hide positive assets from authority seizure,
and protects from bankruptcy both ways.
They have been used before by Enron, nothing really changed about them even after Enron got caught.

What does this all mean? Citadel is using SPV's to hide things. The answers to alot of questions are found in these, the problem is no one knows but Citadel and maybe Pricewaterhousecoopers. With Citadel being a broker/custodian to its own SPVs they can hide anything they want, it wont ever reach
the eyes of the public or even regulators. Pricewaterhousecoopers is the only other entity that may know, and even then Citadel could be able to hide from their audits. At worst Pricewaterhousecoopers is working with Citadel to commit fraud.
