I can't get it out of my head. How are transfers exceeding for example $100M done? Take the government as an example. If the budget for current year states that military gets $800bn who EXACTLY hands them the money? Is there some government employee who just does a bank transfer? What if someone just said 'lol lmao" and transferred it to his own account in some Caribbean shithole? Maybe that's an exaggeration, but I can't see how this can be bulletproof. There must have been someone who tried something like that in the history of USA. Please shed some light on this, Google and Quora are garbage.

I worked in oil and gas in Iraq for a major International Oil Company who produced oil for the Iraqi Govt under a technical services contract. We were paid our expenses plus a fixed amount of cash per barrel of oil we produced.

The Iraqi Central Bank would wire funds from their oil sales from their central bank to Bank of Mellon in NYC. Currency was USD (petro dollars).

Bank of Mellon would manage those petrodollars (Iraq makes about $5-8 billion a month) - take out the money Iraq owed in reparations the US and Kuwait for "starting" the war with Kuwait; take out handling fee; and then Bank of Mellon would put that money into an account the Iraqi Central Bank would draw done on for their bills.

Our IOC would submit our bills (our drilling and security costs, etc ) to the Ministry of Oil. The Ministry of Oil would verify the costs (argue with us about our expenses such as drilling costs, security costs, life support costs, medical costs, travel costs, etc....sometimes for months if they felt the costs were too high) and then finally pay us IF they had received money from Bank of Mellon in Jew York.

It was pretty fucked up. Now I see why Iraqis are so poor. Their government try to make it look like they are tough and strong but the bankers in Jew York have them by the short and curlies.
