If you're talking about a certificate of ownership of gold, Bitcoin has a public and transparent blockchain. That's effectively also a 'certificate' which the government can track. Depends on how the cash is transacted. If it's done using online rails then no. Maybe something like Monero could work if it was done cross border. If it was national you could pass off cash in person or trade another material good for it. Each approach has pros and cons but Bitcoin is a digital certificate of ownership and of transfer. So it's not ideal for staying elusive from the government.
