It's the massive influx of plebbitors. They're totally addicted to constantly upvoting and downvoting (to "bury" - make invisible - posts they disagree with). So when come here and discover they can't downvote posts which hurts their feelings, they resort to reporting everything they dislike. They can't find a downvote button, so they report. Simple as.

It's the redditors. They see the down-arrow next to the post numbers and think it's a button for down-voting the post. So they click on it and since the first thing that comes up is "Report" they then click on that.
