1) The first is that the structure of their oil reservoirs, and the quality of their oil are very different. Saudi Arabia is blessed with the most productive oil field in the world, Ghawar. It is so productive b/c is it massive porosity and permeability and benefitted from a strong water drive. Original wells produced something like 10,000 barrels of oil per day for many years. Some supposedly more. This is very productive relative to nearly any reservoir in the world. Without getting into the fundamentals reservoir engineering, obviously if you can drill such massive wells your development costs will be low and your operating costs will be low. Venezuela’s oil reserves are the polar opposite. Heavy oil, that doesn’t flow at all. This requires a much more complex development that is capital intensive, technologically difficult, and operations are difficult.

2) When the socialists took power they destroyed the oil industry by driving out all of the talent and replacing them with political stooges. I have joked that there are probably more qualified venezeualan petroleum engineers in Houston that there are in Caracas. Don’T know the truth but many left. The socialists also raided PDVSA, shutting down spending so money could be funneled to the government. Their type of production requires constant investment.

3) You used the term “proven” reserves which is not technically correct. The numbers being thrown about are not audited, like western companies are required. There are rules for “proven” reserves which theirs don’t meet. An example is when Mexico went from self reporting reserve figures to bringing in an outside engineering firm, there “proven” reserves were slashed by 50%. The term often used is “political” reserves which can vary widely from reality.

4) The socialists refused to pay and nationalized some Western operations. Therefore no one will do business with them anymore and they have no money to pay anyway. At the same time, equipment and infrastructure have been looted.

5) The decline could revesrsed with lots of money and modern technology. I’ve heard estimates of $200 billion to get back to 2.5 mmbbl/d. This will likely happen once the socialists are gone.
