The Bretton woods agreement between nations after ww2 was that the USD would be global reserve currency backed by gold and all other sovereign currencies pegged to USD. Creating sound money globally.
The problem was when the US went off gold standard in 71 there was no fiscal restriction /discipline mechanism and once the US started printing everyone else followed..and yes Japan UK printing everyone is doing a Venezuela now..

Often people imagine dollars going into a vault or account to then be spent.

It is the opposite of printing money. It is deleting money.

Whether or not the Government decides to print way more money than it is deleting per year is irrelevant. The fact is taxes delete money.

A government can print without taxing. They can tax without printing. It is up to governments to decide what inflationary effects the economy can bear.

Income taxes have other uses for the government and/or extremely weathly beside acquiring money for the government to spend on shit. They stunt & stifle the incomes of the moderately wealthy, reducing their ability to become competition for the extremely wealthy, and reducing their political influence. This is why almost every "tax the rich proposal" hits the moderately weathy much harder than the super wealthy. Taxes need to be paid back with the local national currency, stopping people from using other currencies, and creating enough demand for the currency that the print in secret can sort of function. And finally, complex tax laws & selective enforcement make it easy for government to be able arrest its political opponents; any reasonably wealthy person is probably breaking at least one tax rule at any given time, due to how complex they are.
