There was a company that did this, I think in the 90s. They had it all logistically planned out and all the employees had their numbers and they went and bought as many as they could, but the stores kept running out of the paper they print it on and people's cars were breaking down and stuff. They only got like 60% of the combinations, but still won. I guess after that, they imposed some kind of limit so it would never happen again, not sure how it is enforced though.
