As long as everyone who's on Binance that opts in maintains control over 25% of the total volume of LUNC, everyone who's opting in will get to pay the 1.2% burn tax. You only need 50% for everyone to pay the burn tax. Honestly, I don't see it working out but I wouldn't really worry unless swapping doesn't get implemented at the end of the year and something goes wrong with them trying to repeg USTC. Swapping alone would increase the burn rate by an insane margin.
