Does anyone have any experience or resources in leasing land for cell phone towers? We're in a rural-sh area, small city of about 10,000 people, property right on the outskirts.

You mean leasing land you own to a company to put a cell tower on? Typically they'll come to you if they need a tower in the area, you're not going to entice and convince them to drop hundreds of thousands of dollars building a tower ans cell site where they don't absolutely need it. I think $500/mo is a pretty standard rent if you do get someone come up to you proposing to locate a tower on your property, you could try to negotiate for more but they may just go to your neighbor and make the offer to them instead. It's a nice passive income, but these days most cellular carriers aren't massively expanding their rural coverage and building new towers. It's all about densification in the urban and rural areas using small cells mounted on 20-30ft poles.
