Disrupted systems have been the next frontier since 1996 and 'as a tech person' he'd know that the only reason we havn't adopted DLT as of yet is because companies don't change and don't fix whats broken. The only incentive that forces institutions to change is if the sum of its parts change first.
Aka - retail/the community has to adopt whatever technology first before institutions will adopt it either to appeal to the masses or if enough people who use the technology move into positions of influence.
