It's not permanent, you can close a short put any time assuming there's liquidity.
The maximum loss is less than buying 100 shares because you get paid premium.
And you can get a bigger premium by picking riskier stocks. The premium for ATM puts isn't really "small" it varies from 2-20% return for about a month depending on the risk of the underlying. Obviously you would stay away from complete memes unless there's reasoning as to why.
If you have cash to average into dips and the underlying doesn't completely collapse you can basically milk the system and just need a small pump to get out of your shares.
