not in the way you're describing it. Inflation is the rate of increase in the general price level. If inflation rates revert to the more normalized 2-3% level it doesn't mean prices ever go down, they just stop going up as quickly as they were.

It never seems to freeze, just slows down to a "reasonable" rate.

As for salaries, they're a function of both labor supply/demand and money supply though. Couldn't say where the job market's going, but it doesn't look so good right now and interest rate hikes aren't going to help, so I wouldn't expect wages to keep rising the way they have in recent years.
