Just threaten to leave and suggest a 10% increase to match inflation instead.
The rental market in the 2-3k bracket is taking a hard shit right now. He'd he hard pressed to find another tenant and is counting on you staying.

my landlord raised my rent from 600 to 650 several months ago but ive continued to pay 600 because i am yet to recieve a notice in writing, and once i do i still wont pay it and instead will inform him that the maximum legal rate raise this year is 1.5% and he needs to redo the paperwork.

I thought there were laws against raising rent more than 5 or 20% each year.
Madmax laws are more fun I guess.

Buying house = commitment to live in that place for a while
So if you are moving every 2/3y you will not even cover state taxes by buying and selling (you can waste more money on those taxes alone than paying rent)
And down-payments are usually quite big, I rather keep the money and buy 2/3 BTC when it crashes (spoiler, I bought on 17th of June)
When I find a better opportunity I move to another city

You can’t get your rent raised when you’re in your lease by contractual law. Your lease must be ending, so you don’t have to break it.
