In the past I'd have said they'll never do it. They've been building up their chips fabs to the point where they'll just do eveything in-house anyways soon enough. And they always like to play the waiting game. But I'm increasingly thinking the CHIPS act would not have happened as a pre-emptive "just in case". That's not how congress does things.
