Basically, there's billions of ETH staked and most people were worried that the merge would cause most of that ETH to be dumped.
Turns out they've announced that you can't fully withdraw at once, there will be queues and other limitations.
So people who have waited for who knows how long will have to wait longer just so ETH maxis don't get fucked by their badly implemented staking features.
