Catholics are the only ones left who have the resources to accomplish this, the Orthodox world is still recovering from communism, and protestants/evangelicals are shabbos goys. The first thing that would have to happen is the election of a militant, radical traditionalist pope. Maybe a cardinal from Africa, they're unapolegetically based over there. Phase two would be funneling tons of money and resources to islamic extremist groups in Palestine. This would go on for decades, while the church watches Western secular governments decay/collapse, and actively evangelizing to disenfranchised men with a revitalized message of traditionalist, militant, conservative, anti-zog Christianity. Once the EU is too weak to enforce its modernist, secular superstate, re-form the papal state, complete with its own armed forces. Assuming throughout this time Israel has beem weakened enough from constant insurgency, declare an open reconquista of the holy land and use your newfound recruits as cannon fodder. Beforehand, strike up an alliance with any interested Orthodox country/faction (eg Greece), and promise them Constantinople for their assistance in taking the Holy city.
