Ask yourself why US shale isn't pumping like mad, or why OPEC+ hasn't increased production despite upward price pressure coinciding with Biden visits to Saudi Arabia, and you'll begin to understand that the issue is much deeper than it appears on the surface level.

There are politics involved in oil. If you want to get into this market you need to understand them, otherwise you're going to lose a lot of money betting on what the market "should" do.

The various steps and review processes involved with the M&A process are to allow for either party to back out at any opportunity. But at some point there has to be a finality to the agreement to end negotiation and move on with the actual process of the M&A. That is the signing of the M&A agreement. One of the steps of that process is signing a document saying you are content with the DD you have done. It is on you to determine when that is which is why companies sometimes spend tens of millions on that very process. Musk signed that document AND THEN the merger agreement.
