I am no expert, but as I understand the problem of Soviet cars lagging behind Western cars in terms of design and technology started in the late 70s and the early 80s, but it was related to USSR internal problems of that period in general. The state simply stopped being "dynamic". Cars of yearly and middle USSR could compete with Western analogues quite well.
