it's more complicated than that, this is not victoria 2, there are different type of oil, byproducts, different ways to use gas.

The us is a titan in oil refining but has been doing massive strategic retardation choices and 95% of oil refineries were built before the 1971 gold standard collapsed anyway.

Worse many refineries were only ready for memezuelan oil that is no longer coming due to communist entropy and the democrats closing the keystone pipeline managed that the canadian oil can't replace the venezuelan oil.
