Form an organization with the other tenants in the building and then threaten to all move out on the same day, and if not that particular thread use mob tactics for some other threat. The landlord can afford to kick a few people out but they will shit their pants at the though of losing all their income at once.
The important thing is to study tactics and to remember that history does not repeat itself, a tactic that worked once will not replicate itself perfectly, as an organizer you have to be fluid and adaptable.
