honestly treat your security deposit as a sunk cost. I have taken great care of rentals as a tenant and would get back 150 of the 1000 USD deposit for things like light bulbs and a 600 "cleaning fee."

There's no reason not to dispute, even if the charges are fair they can't charge you more. Plus the landlord has to give the arbitrator the money to hold ok escrow until the decision is reached so it annoys him even if he wins.

Form an organization with the other tenants in the building and then threaten to all move out on the same day, and if not that particular thread use mob tactics for some other threat. The landlord can afford to kick a few people out but they will shit their pants at the though of losing all their income at once.
The important thing is to study tactics and to remember that history does not repeat itself, a tactic that worked once will not replicate itself perfectly, as an organizer you have to be fluid and adaptable. Your goal is to always do what you can with what you already have, and that is the lens with which you view if a tactic will work or not.
