It's because packaged, "prepared" products will get the shit taxed out of them if imported from Argentina, but not from Thailand (or more likely China). So it actually makes more economic sense to ship the pears to Thailand, process and package them there, likely then sell the product to a Chinese company which then ships it to the USA.

It's the same logic that had us taxing the shit out of Japanese trucks (but not cars), so when Japanese companies wanted to try selling their pickups here, they had to ship them over in about 9 pieces and then quickly assemble them Stateside so they'd be "built in the USA" for tax purposes.
