If I’m understanding the picture right, that is total cash held at banks to total treasury securities. If that is correct you should only need the blue line, but I digress, total cash to assets ratio does not tell the full picture, as that cash has a yield too, overnight securities, fed IOER, you could think of that cash as sort of leveraging up on short term securities, which are then sent to other entities, such as hedge funds and investment banking arms. This is actually multiple entities cash being held with the bank because they have a lower bound on their yield, as compared to other entities which have no guaranteed lower bound yield. In the past these entities just bought bonds themselves. So yes they only hold 25% cash, because they are generating higher cash holdings from other financial firms buying the fed lower bound through them, such as their IB arms

Incorrect, growth could not match the claims to the monetary base, when 2008 happened the money market funds almost collapsed because of all the bad debt, those money market funds were what held the multinational corporations balance sheets. If we had let 2008 play out, nearly every major corporation would’ve taken a 30-50% haircut on their cash holdings, emerging market rates would have defaulted every EM government on earth, and treasury rates would have exploded wiping out arguably another 30-40% of what’s left of their cash holdings. This would have wiped out the US government, as they would need to pay it all back. We patched the system with tax payer money, continually, yet it is still broken.
