I don't know, I suppose much like today there are many different reasons to become a refugee, if you hadn't a reason before you went you are given one by the act itself. A disturbing fact is that there is a sharp cutoff time at some point in the future, a date after which no person has claimed to come from. This has of course been known for a long time before that date and many would rather leave than stick around to find out what causes it. Reports from people departing just before "the event" curiously says noting is out of the ordinary at that time.
