You'd have to frame it as a general trading platform/ dencentralised ebay, and just "let" users set up their own unique marketplaces. Then you say that selling illegal goods goes against the ToS, but because it's decentralised you can't control every transaction there. Still would eventually get buttfucked by the govt, I'm sure.
