For enterprises like SWIFT, they usually want to have control on their intellectual property. Every single employee or contractor has to sign a NDA agreement before doing business with them.

It's unlikely that they will allow a contractor (Chainlink in this case) to open-source the solution which will bring industrial advantage to them. Also the customers of SWIFT, which are banks, will unlikely allow SWIFT to run ledger nodes by anonymous entities.

Most importantly, if Chainlink is really a contractor of SWIFT, they don't need to raise money from an ICO at all.
