No, the answer to the second question is entirely no. Everyone needs to be handpicked by Sergey to get into the chainstink private network. The nodes you can spin up will not be counted in any of the production data feeds that are used. The only nodes allowed to be in those aggregates price feeds are hand picked and filtered
90% of chainlink’s design is based upon a small pool of node providers. For example, OCR just wouldn’t work with more than a few hundred nodes. Try syncing in real time 100+ nodes in under a few seconds so the aggregated response can be posted onto a smart contract. It can’t happen.

The feeds that are in aggregate price feeds are simply hand picked because theyre high quality
There is literally nothing stopping you from spinning up a chainlink node and then using your node exclusively to deliver data to your own smart contracts

All you have to do is find people to pay your node for the data it provides. There is no technical barrier. It's just any serious data requester is going to use the best nodes (which happen to be in aggregate price feeds together as a result of chainlink team orchestrating it)
