It is pretty much common knowledge that military technology is way ahead, for example civilian GaN semiconductors are now barely capable of what military AESA radars could do ~15-20 years ago. But capabilities of current military technology are pretty much well known, we just don't have access to it. But it's not a secret, I don't know of any instance of a technological breakthrough that was kept a secret for longer than a few years

I highly recommend TV series "Patriot" which I think is a great summary of how competent three letter agencies really are. They have a lot of money and developed really sophisticated techniques of dealing with any kind of obstacle, but in the end both the decision makers and the field operators are dumb, error-prone people.
