I see two possibilities.
Elon isnt the leviathan, but doesnt want to invest anymore/validate it/make it currency for tesla ect for the richest dogeholders who spent millions weeks ago and are looking to be ultrarich if he pumps it further. If they sell, and the common man holds most of the doge, he'll help it become usable and worth something. If they don't, he'll let it rot.

Other option is he IS the leviathan, and wants full control over whether or not it changes value rapidly or not. If he's the only one with a large percentage, and theres no other whales to dump then its a safer more stable currency. He cant feasibly dump his whole 27% at once anyway.

Either way, if whales dont dump, its not going upwards from his help anymore.
