Is buying fractional shares of a stock a meme or no? I'm not getting how this works. So if I buy a stock on Fidelity in dollar amounts, and it comes out to say 1.4 stock, does that mean I don't own the second stock until I buy all of it? Do I still get the gains on that second stock? Should I just avoid doing this entirely and buy the full amount from now on? I've never brought stocks before today so I'm still getting use to how this works.

If you own 1.4 shares you own 1 share and 40% of another. If it goes up by 50% the value of your 1.4 shares will go up 50%, and you can sell as much as the 1.4 as you want.
