They arent going in through Binance, they are trying to get money out of Binance, so they can go into Uniswap or rubic.exchange and use ETH to trade for RBC. Some have even used Probit to try and get around the gas fees, but you end up paying a higher amount per coin. So its best to investigate what strategy works for you (it depends on how much your buying.)
I personally had no troubles withdrawing from Binance, then used rubic.exchange using MM and it was all quite easy and fast. I live outside of US though, and have been using Binance for ages. I suspect people trying to get out of Binance had not done so before, and had to jump through the hoops for that first time withdrawal
