I think it's a really complicated matter to find a suitable country where your so called "homebase" will be located in and where you will probably spend most of your time. It all depends on your climate preferences, food, security, laws, taxes etc. Remember you can always take vacations to either sunny beach places or snowy areas for various activities. I think if you can somehow separate the country from your income meaning that you pay the same tax on your divs/investments etc no matter where you are. Inside countries there are also various autonomous regions which might offer extra benefits or so. Personally I think I'll make my main homebase Italy or Spain or Portugal. France seems too cucked. Spain was neutral during the war(actually seemed to help Hitler) so I think the people there aren't as brainwashed. Like in Italy quite a lot are still blatantly racists which is always good.
